Remember that presets are never a “fix all” solution to every photo. Sometimes minor adjustments will need to be made based upon how the original photo was taken.
Most of the times these adjustments are simply the exposure of the image.

What it does though is very quickly get you close to the desired effect, and then you can tweak it to your vision.
